What this site is

A Capes-depth education rebuild of a domain that, in 2001, hosted a thin static brochure. The modern information architecture is guides, state hubs, building types, and an answer-first FAQ. The visual language is sea-glass, sand, and deep blue — an editorial tide ledger, not a gold-chrome clone of another site.
